Abd Al Mo'men Afana

Manager of Technical and Legal Support Unit, Association of Palestinian Local Authorities (APLA)

Abd Al Mo’men Afana is a seasoned municipal professional and mechanical engineer with over 40 years of extensive and diverse experience. 

He has dedicated most of his career to strengthening local governance and developing municipal services in Palestine. In addition, he serves as the representative of Palestine in the Water Resources Committee of the Union of Arab Engineers, and he is a member of the International City/County Management Association (at Washington, DC, USA). For the past four years, he has been serving as Manager of Technical and Legal Support Unit at the Association of Palestinian Local Authorities (APLA), where he oversees capacity-building programs and knowledge exchange for local government units’ staff in Palestine. He also supervises advocacy efforts on behalf of local government units in relation to national and local legislation and policies, and represents the Association in numerous high-level national working groups and committees.

For 26 years, he worked at Qalqilia Municipality in Palestine. He held senior leadership positions and gained broad expertise in good governance, executive management, communication, project planning, policy development, institutional governance, and contracts and procurement management. He served as Executive Director, Director of Research and Technical Support Center, and Head of Water and Wastewater Department. His leadership was instrumental in developing sustainable municipal services, strengthening institutional frameworks, and building effective partnerships with local, national, and international stakeholders. He also played a key role in drafting by-laws, procedural regulations, and operational manuals for the local government sector, while actively contributing to national committees and advisory bodies.
