Biljana Cvetanovska Gugoska
Local/Urban Regional Programme Specialist, The United Nations Development Programme (UNDP)
Biljana Cvetanovska Gugoska is a Regional Programme Specialist in Local Governance and Integrated Urban Development at the UNDP Istanbul Regional Hub.
She brings over a decade of experience in local governance, digital transformation, regional economic development, and green transition across Europe and Central Asia. Gugoska has led numerous initiatives focused on the digitalization of municipal services, helping local governments adopt smart technologies, streamline service delivery, and enhance transparency. Her work has supported municipalities in modernizing administrative systems, enabling e-governance, and improving digital access for citizens, particularly in underserved communities. Through her leadership, these initiatives have contributed to more accountable and responsive local governance systems.
She currently oversees the implementation of a regional UNDP project on securing safe digital futures, aimed at strengthening cybersecurity governance in the region. Prior to joining UNDP, Biljana served as State Secretary for Local Self-Government in the Government of North Macedonia, where she led national reforms on decentralization and balanced regional development. She was awarded the “Cavaliere dell’Ordine della Stella d’Italia” by the President of Italy for her work in strengthening international cooperation.
Gugoska holds a Master’s in Social Policy and Strategic Management for Sustainable Development from the University of Bologna and a Ph.D. in Regional Economic Development from the State University in Skopje. She has authored multiple publications on local development, digital governance, and strategic planning in the Western Balkans and is committed to fostering inclusive, future-ready public institutions.
