Climate-Neutral Cities Advisor, Climate KIC
Deniz Çelik Bulgurlu is a Climate-Neutral Cities Advisor with the NetZeroCities Programme, the managing platform of the EU Mission for 100 Climate-Neutral and Smart Cities by 2030.
Working with Climate-KIC, Europe’s largest public-private partnership for climate innovation and the coordinator of the NetZeroCities consortium, she supports cities in accelerating their transitions toward climate neutrality.
An urbanist with an educational background in Architecture and a master’s in Urban Planning, her multidisciplinary experience spans academia, where she taught urban informatics; the non-profit sector, where she researched circular economy and sustainable cities; and local government, where she worked as a smart city expert and international projects coordinator. For the past two years, Bulgurlu has been the lead advisor for Mission Cities across Türkiye, France, Bosnia and Herzegovina, Luxembourg, and Belgium, guiding them through the design and implementation of climate neutrality strategies. Her expertise lies in bridging technical, political, and social dimensions, helping cities translate global climate goals into locally actionable solutions.
Passionate about designing practical solutions for global challenges, Bulgurlu focuses on human-centric, data-driven approaches to build resilient, inclusive, and sustainable cities. With a cross-sectoral perspective and strong commitment to equitable transitions, she works to ensure that diverse stakeholders and communities are actively engaged in shaping Europe’s climate-neutral future.
