Durmish Guri is the Director of Projects and Programmes at the Council of European Municipalities and Regions (CEMR), the largest European association representing local and regional government associations. He leads the development and management of CEMR’s externally funded initiatives, overseeing projects that promote innovation, good governance, and sustainable development across municipalities in Europe.
With over 20 years’ experience in project management, policy evaluation, research, training, and international cooperation, Guri has coordinated initiatives that strengthen municipal capacity, foster civic engagement, and facilitate the replication of innovative solutions. His professional experience includes significant work in London, Prague, and Albania, where he contributed to local governance, urban development, and international cooperation projects. He works closely with cities, regions, research networks, and EU institutions to bridge policy and practice, ensuring European frameworks translate into tangible local impact.
His work spans a wide range of areas, including urban development, climate action, digital transformation, gender, migration, and participatory governance. He is particularly focused on creating networks of learning cities, promoting knowledge exchange, and supporting sustainable local solutions.
