Gisela Labrador

Gisela Labrador is an economist with a Master's degree in Urban and Territorial Planning.
She has extensive experience in financing and project management, public administration, territorial planning, development of public policy guidelines, urban management, land use planning, and public territorial finances. She currently serves as the Coordinator of the Observatory for Metropolitan and Regional Dynamics, where she leads the knowledge management strategy to support data-driven decision-making for the Bogotá–Cundinamarca Metropolitan Region, an institution she has been affiliated with since 2024.
Previously, at the National Road Safety Agency, she provided advisory support for the formulation and planning of the Network of Territorial Observatories on Road Safety. Her past roles include Manager of Sustainability and New Businesses, Director of the Sustainable Cities Program, and Economic Analyst at the Territorial Development Financial Institution. Additionally, she has worked as an Economic Analyst at the Ministry of Environment, Housing, and Territorial Development (MAVDT), among other positions
