Irina Luncasu
Projects Coordinator & Gender focal point, Congress of Local Authorities from Moldova (CALM)
Irina Luncasu has over twenty years of experience in international aid and local governance.
Luncasu serves as a Project Manager at CALM, where she leads numerous initiatives aimed at strengthening institutional capacity, promoting gender-sensitive leadership, and advancing participatory governance in Moldova and South-East Europe. She holds dual degrees in Finance and Insurance and Trade, Tourism, and Hotel Services from the Academy of Economic Studies of Moldova. She also possesses international certifications in business fundamentals, migration governance, and gender-responsive budgeting. Her comprehensive training portfolio covers facilitation of participatory policy processes, public communication, and results-based management.
Within the Network of Associations of Local Authorities of South-East Europe (NALAS), Luncasu has held significant roles, including Knowledge Manager, Gender Focal Point, and Task Force Member. Through this work, she has supported regional cooperation, confidence-building measures, and inclusive policy development, including engagement with the Transnistria region. Her areas of expertise include project design, budgeting, monitoring, and stakeholder coordination.
