Joao Dinis
Climate Action Director, Cascais City
João Dinis is Cascais city's Climate Action Director and recognized for his pioneering work in climate change action and sustainable development strategies. With advanced studies in Geographic Information Systems and Sustainable Development, Dinis directs Cascais’ climate action initiatives, focusing on innovative approaches in spatial planning, technology, green and circular economy, and governance models.
His work has led to the implementation of more than 60 climate change adaptation and mitigation actions over the last five years alone. He manages the municipality’s strategy for climate change by fostering multi-specialist and multi-institutional partnerships, helping to create a comprehensive roadmap toward a resilient future.
His integrated approach includes developing monitoring and digital tools for citizens and stakeholders, nature-based solutions that improve quality of life and mobility, and broad communication strategies to raise environmental awareness across all socio-demographic groups. His leadership is also notable for managing EU- and nationally funded pilot projects, with more than 25 such projects supported in the past decade.
