María del Pilar Téllez Soler is a lawyer with a master’s degree in Urban and Metropolitan Studies and a specialist in strategic urban planning. With over 20 years of experience in territorial development, she serves as a consultant to UN-Habitat’s Policy, Legislation and Governance Section for the Metropolitan Management Programme and advises international organizations and subnational governments. She is an author of reference guides on metropolitan governance, legislation, and institutions, and on implementing the SDGs at the metropolitan scale. Her current work advances metropolitan digital transition and metropolitan housing initiatives. She has been a speaker at professional forums across Europe, Africa, and the Americas.
