Ermira Lubani
Gender Responsive Budgeting ECA region Programme Specialist, UN Women
Ermira Lubani leads UN Women’s gender-responsive budgeting initiatives in Europe and Central Asia.
She has 25 years of experience in international development, more than 15 of which have been with UN Women. She is widely recognized for her expertise in human rights, gender-responsive policymaking and budgeting, gender mainstreaming, and community development. Lubani has authored numerous publications, training manuals, and policy analyses and has supported governments, academia, and civil society organizations in advancing gender equality through research and applied reforms. She has also served as a moderator and keynote speaker at high-level international conferences and forums across Europe, Central Asia, and beyond.
Holding a Master’s degree in Public Administration, Lubani has worked with numerous international organizations. Her diverse career background also includes journalism and photography. Her work continues to shape innovative fiscal policies and inclusive governance frameworks that promote gender equality and women’s empowerment.
