She pursued her secondary education at Notre Dame de Sion French Girls' High School and continued her higher education at Ankara University Faculty of Political Sciences. In 1982, she commenced her academic career as a research assistant at Istanbul University, Faculty of Economics, Department of International Relations. Her doctoral degree was conferred upon her by Ankara University Faculty of Political Sciences, in recognition of her dissertation titled "Turkish Hearths (1912-1931)." She held teaching positions at both Marmara University's French Public Administration Department and Galatasaray University's Political Science Department. She retired in 2017. She actively participated in the Advisory Board of İKSV's Thread of Culture project. Her published works include influential books such as "Turkish Nationalism from Empire to Nation-State: Turkish Hearths (1912-1931)," "Citizenship and Democracy," "In Search of the Acceptable Citizen: Citizenship Education from the Second Constitutional Era to the Present Day," and "Armenians in Türkiye: Community, Individual, Citizen" (co-authored with Günay Göksu Özdoğan, Ferhat Kentel, and Karin Karakaşlı). Additionally, she has contributed articles on topics ranging from nationalism, citizenship, to cultural policy, which have been featured in both domestic and international social science journals. Her remarkable achievements were recognized through various accolades, including the Afet İnan Historical Research Award in 2004, the Notre Dame de Zionites Association Achievement Award, and the prestigious Mülkiye Grand Prize in 2018, all in honor of her outstanding work "In Search of the Acceptable Citizen: Citizenship Education from the Second Constitutional Era to the Present Day.”
