Geoffrey Payne
Housing and Urban Development Consultant, GPA
Geoffrey Payne is a housing and urban development consultant with five decades of experience covering all regions of the world. As an academic, he established the Centre for Environment and Emergency development (CENDEP) at Oxford Brookes University and the Building and Urban Design in Development (BUDD) master degree course at University College London. He established GPA in 1995 and has undertaken research, consultancy and capacity building assignments for the World Bank, UN-Habitat and other international development agencies, governments and academic institutions. His focus is on reviewing and developing policies to provide secure land tenure and property rights, advising on urban planning, land management and housing policy and enhancing local professional capability. He is currently a member of the Royal Town Planning Institute International and Policy Committees. His latest book (‘Somewhere to Live: Rising to the global urban land and housing challenge’) addresses these issues in the context of increasing inequality and the climate crisis.
