Hayriye Görkem Güner
Dr., Social Policy Officer, UNICEF
Dr. Güner had Bachelor’s and Master’s Degree in International Relations at Bilkent University. She has a Ph.D. degree at Middle East Technical University in the field of political science and public administration. Her main areas of research are policy making in processes in municipalities, child-friendly cities, child-focused policy-making processes, and public finance for children.
Between 2009-2017, she worked for the United Nations Development Programme (UNDP) in Türkiye. During her assignment, she worked under different portfolios as inclusive and sustainable growth and inclusive democratic governance in different projects that focused on the issues of the rule of law and human rights, socio-economic development, women’s empowerment, and participation and accountability.
Dr. Güner has been working as a Social Policy Officer at UNICEF Türkiye Office since 2017. She has full responsibility for providing technical support at all stages of policy programming and related advocacy to achieve concrete and sustainable results for children. She leads the implementation of programs such as child-friendly cities, child-focused local government, and public finance for children at the local level. It also works effectively to strengthen ties and establish key partnerships with actors specialized in or interested in children's issues, such as ministries, local governments, and NGOs.
